Joe might perhaps be mocking Alex a bit, but this seems like they've both probably a little bit to drink and they are a bit playful and sarcastic about things. I bet Rogan agrees with Alex more than people realize because Joe has his own videos about how he also has similar beliefs that seem to stem from a similar perception. Alex may be "nutty crazy" but Rogan adds the "humorous crazy" element to this funny get-together
